Dear Anonymous, 

Thanks for your question earlier this week! We've answered it below and hope it helps. 

Question: I'm working with a team of testers and they  are having some challenges. For instance: The development team is having to place too many defects in "Needs more explanation." Lastly, a lot of time seems to be spent on the setup for testing. We are in need of suggestions. 

Answer: Your development team having to mark defects as "Need more information" is usually a sign that the tester is not providing clear replication steps. Testing environments usually take time to set up, but once done should not affect testing. That is unless the environment is down.
